Research Questions   

This study has four areas of concern. They are: Model of eLearning, Model of professional development and school change, Model of partnership with different stakeholders and Model of scaling up e-Learning innovations. Table 1 below lists the questions with regard to the four areas of concerns.

  3. What are the performance indicators for evaluation of the effectiveness of e-Learning implementation in terms of professional development and school change?
Model of partnership with different stakeholders
  1. What partnership model can be found in the 21 projects? 
  2. What contribution/impact do the different partnership models have on the e-Learning implementation in schools?
Model of scaling up innovation
  1. What kinds of scaling up strategies can be found in the 21 projects? What successes and difficulties have been encountered?

The research study will adopt a mixed-method approach (Locke, Silverman & Spirduso, 2004; Tashakkori & Teddlie, 1998). Qualitative and quantitative data will be collected and analyzed to address aforementioned research questions.
